1.Tender conditions

The bidding project "Zhaodong City, Suihua City, Heilongjiang Province 2024 New drainage pipe network Project" has been approved by Zhaodong City Development and Reform Bureau with Zhaofa [2024] 65 document，The tenderer was Zhaodong Housing and Urban-Rural Development Bureau，The bidding agency is Zhongjingxin Engineering Technology Co., LTD，The sources of funds for construction shall be new central investment and other policy investment，The project is ready for bidding，The construction of the project is now open to tender。

2.Project overview and bidding scope

2.1. Project name: Construction of new drainage pipe network in Zhaodong City, Suihua City, Heilongjiang Province in 2024;

2.2 Construction location: South of Zhengyang Street, Zhaodong City;

2.3 Main construction contents and scale: stormwater pipeline project: new stormwater pipeline 36.8 km, diameter DN300-DN3000;PE100 pipe or Class III reinforced concrete pipe;Shijian drain open ditch repair 6.3 km;Sewage pipeline project: upgrade 2 kilometers of sewage pipeline, and formulate sewage pipeline renovation plan according to the survey results of pipeline network in 2022;Underground integrated rainwater lifting facility project: a new underground integrated rainwater lifting facility is built for the rainwater lifting of the catchment area。Design scale 10.8m³/s, located on the north side of Shijian drain;Pavement removal and restoration of 10,563 square meters。(See the construction drawing and bill of quantities for details);

2.Bidding scope: Complete all work within the scope of the construction drawings and bill of quantities of the project;

2.5 Planned period: April 08, 2024 - November 15, 2024, a total of 222 calendar days;

2.6 Quality requirements: qualified;

2.7 Maximum bid limit: One bid section :48010157.38 yuan;Section 2:54512327.69 yuan;Section 3 :53112603.58 yuan;Section 4:49720758.73 yuan;Section 5:55705355.40 yuan;Section 6:6103869.92元；

2.8 Bid section division: The project is divided into six bid sections;

Section 1: Rain pipe d300-d2200, the total length is about 11827.20 meters, about 165 inspection Wells, 318 storm water outlets, open channels repair 6.4 km. Please refer to the drawing and bill of quantities for details。

Second bid: rain pipe d300-d2200, the total length of about 5219.66 meters, about 85 inspection Wells, 146 rainwater outlets, a new underground integrated rainwater lifting facility, the design scale of 10.8m³/s, please refer to the drawing and bill of quantities for details。

The third bidding section: rain pipe d300-d2800, the total length is about 8239.03 meters, about 142 inspection Wells, 281 stormwater outlets, the specific content is detailed in the drawing and bill of quantities。

Section 4: Rain pipe d3000, the total length is about 3671.01 meters, about 18 inspection Wells, details are detailed in the drawing and bill of quantities。

Section 5: Rain pipe d300-d3000, the total length is about 7642.76 meters, about 115 inspection Wells, 228 rainwater outlets, the specific content is detailed in the drawing and bill of quantities。

Section 6: Trenchless repair sewage pipeline d300-d1400, with a total length of about 2000 meters. For details, see the drawing and bill of quantities。

Potential bidders can only bid for one of the above bidding sections, and the project is not allowed to bid at the same time。

2.9. The project does not accept consortium bids, and the qualification examination method is post-qualification examination. Only qualified bidders may be awarded the contract。

3.Bidder qualification requirements

The bidder is required to be an independent legal person or other organization registered in the territory of the People's Republic of China, and has the corresponding ability to perform the contract in terms of personnel and equipment。

3.1 The bidder shall meet the following conditions:

3.1.1 Have a valid business license;

3.1.(2) The first, second, third, fourth and fifth bid sections shall have Grade II (including Grade II) and above qualifications for general contracting of municipal public works approved by the construction administrative department;The sixth bidding section shall have the Grade III (including Grade III) and above qualification of municipal public works construction general contracting issued by the construction administrative department;

3.1.3 Have a valid safety production license;

3.The bidder to appoint the project leader shall meet the following requirements:

3.2.1. The first, second, third, fourth and fifth bid sections shall have the registered practice certificate of Municipal public works professional Grade I constructor;The sixth bidding section has the registered practicing certificate of municipal public engineering professional Grade II (including Grade II) and above;

3.2.2 Have an effective safety production assessment certificate (B certificate);

3.2.The person in charge of the proposed project assigned by the bidder does not serve as the project manager or other construction management of any other construction project under construction;(Subject to the status on the bid deadline)

3.2.The bidder shall provide the social security records of the project leader paid by the bidder in the last 3 months (November 2023 to January 2024)，下同），The enterprise shall provide a valid certificate of social insurance payment to prove that he is a lawful employee of the unit,Not provided or verified to be falsified，Its bid will be rejected (except for the personnel in the 6 categories specified in document [2019] 92 of the Letter of the Construction Office);

3.2.5 Other staffing requirements of the organization organization of the proposed construction project: it shall meet the requirements stipulated in the Notice of "Heilongjiang Province Housing Construction and Municipal Infrastructure Engineering Construction Site Management Staffing Management Measures" (Black Construction Regulation [2023] No. 2) document, and shall not be lower than the prescribed staffing standards。

3.3 Other conditions to be met by the bidder:

3.3.The bidder, its legal representative and the person in charge of the proposed project have no criminal record of bribery in the past three years;(The term "criminal record of bribery" in this article refers to the record of the existence of bribery and the conviction of bribery, the time being three years prior to the deadline of bidding, available on the website of China Adjudication Documents (http://wenshu).court.gov.The verdict published on the cn website shall prevail。）

3.3.The bidder and its legal representative and the person in charge of the proposed project are not included in the list of persons subject to enforcement for breach of trust;(Bid deadline credit on China website (www.creditchina.gov.cn) published results shall prevail。）

3.3.During the bidding period, the bidder, its legal representative and the person in charge of the project to be assigned shall not have any record of being blacklisted for bad behavior, or being listed as joint punishment for breach of trust, otherwise the bid will be rejected (refer to the National Construction Market Supervision public service platform website http://jzsc).mohurd.gov.The cn/home query result shall prevail);

3.3.4. Legal persons, other organizations or individuals who have an interest in the tenderer and may affect the impartiality of the tender，Shall not participate in bidding;The person in charge of the unit is the same person or different units with holding and management relations，They shall not participate in the bidding for the same tender section or the same tender project without divided tender section at the same time，Otherwise, the relevant bids are invalid。

4.Acquisition of bidding documents

4.1 Potential bidders should first register on the "Heilongjiang Public Resources Trading network" and apply for digital certificates。Use the digital certificate to log in to the trading platform on the "Heilongjiang Public Resources Trading network" and download the bidding documents and other materials。Download time is from 17:00 on March 13, 2024 to 17:00 on March 20, 2024 (Beijing time, the same below)。

5.Submission of tender documents

5.1. The tender documents shall be submitted online on "Heilongjiang Public Resources Exchange Network", and the deadline for submitting electronic tender documents online is 9:00am on April 3rd, 2024。

7.Bid opening mode

7.1 The project is online bid opening, bidders do not need to decrypt at the bid opening site (each bidder can decrypt at the unit from the bid opening time)。
