Notice on cashing the award funds for supporting the accelerated development of live streaming e-commerce in 2023

Relevant e-commerce enterprises:

In order to implement the provincial government's "Several policy measures on Promoting the overall improvement of the province's economic operation" (Black Government Office Regulation (2023) No. 1) in support of e-commerce enterprises to accelerate the development of relevant policies，Combined with the relevant provisions of the provincial government's "Several policy Measures to Support the accelerated development of the Digital Economy" (Black Government Office Regulation (2022) No. 12)，In accordance with the requirements of our province's "Implementation Plan to support e-commerce enterprises to accelerate development"，The qualified e-commerce enterprises will be rewarded。

1. Supporting content

If the online retail sales of land products of the city's e-commerce enterprises reach more than 30 million yuan from January to December 2023, an increase of more than 10% over the same period last year, and the new online retail sales of land products are taxed in Zhaodong City, the new online retail sales of land products will be rewarded at a rate of no more than 5% within the reporting year, with a maximum of 2 million yuan。

Second, e-commerce enterprises should meet the following conditions

(1) Registered and taxed in Zhaodong City according to law, with independent legal personality, the main body and main business are in Heilongjiang Province;

    (2) It is not a person subject to enforcement for dishonesty and is not included in the list of abnormal operations;

(3) The enterprise has been in normal operation for more than two years;

    (4) The online retail sales of mainland products in the reporting year reached more than 30 million yuan, an increase of more than 10%;

(5) The enterprise pays tax in Zhaodong City;

(6) Other conditions stipulated by the provincial competent department。

Third, e-commerce enterprises need to provide the following materials

(1) Enterprise application form;

(2) enterprise declaration form;

(3) Letter of commitment for the authenticity of enterprise declaration materials;

(4) Enterprise unified social credit code certificate or business license (copy);

(5) enterprise integrity certificate;

(6) Enterprise registration and tax payment certificate (photocopy);

(7) The online retail sales of e-commerce enterprises shall be subject to special audit reports issued by accounting firms with audit qualifications;

(8) Other declaration materials prescribed by the superior commercial authority。

4. E-commerce enterprises that intend to declare and meet the conditions must contact the Commerce Bureau before March 20。
