Zhaodong City urban solid waste disposal fees and charges administration measures

To strengthen the management of municipal solid waste，Improve the urban environment，Promote sustainable urban development，In accordance with the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, the Implementation Opinions of the People's Government of Heilongjiang Province on Further Strengthening the treatment of Urban solid Waste, and the Regulations on the Management of Urban Appearance and Environmental Health of Heilongjiang Province, etc，Combined with the actual situation of the city，Formulate these measures。

First, the definition of urban domestic waste

The term "urban solid waste" as mentioned in these Measures refers to the solid waste generated by the urban population in the daily life or the activities providing services for the daily life of the urban population, and the solid waste stipulated by laws, regulations and rules as urban solid waste。(including construction waste and engineering residue, decoration waste, excluding medical waste, industrial solid waste and other hazardous waste) 

2. Range of charges

The units and individuals that produce domestic waste in the urban area of Zhaodong City (excluding towns and villages) shall pay the urban garbage disposal fee according to the regulations。The resident families who hold the Minimum Living Security Certificate for Urban Residents of Zhaodong City, the Assistance Certificate for low-income families of Zhaodong City, and the Assistance Certificate for low-income Families of Zhaodong City issued by the civil affairs Department shall be exempted from the urban garbage disposal fee。

Iii. Collection subjects

Taxpaying enterprises, wholesale and retail trade, transportation, warehousing and postal services, information transmission, software and information technology services, real estate, leasing and business services, resident services, repair and other services, culture, sports and domestic garbage disposal fees are collected by the tax bureau;Residential households, small businesses and enterprises that do not need to pay taxes on domestic waste disposal fees are collected by the community;Government organs, public institutions (including the direct provincial units in Hajime, units stationed in Hajime, troops stationed in Hajime) and private non-enterprise units，Farmers' trade, market，Long and short distance passenger vehicles，Medical institution (excluding clinical waste)，Scattered operation of freight car parking, points，schoolboy，The city management comprehensive law enforcement Bureau is the main body of fees，Relevant departments cooperate with the collection work。

4. Charging standards

(1) Urban garbage disposal fees for individual urban residents (including floating population, retired workers, etc.) shall be levied on a monthly basis per person1.00 yuan, the implementation of household collection, that is, each household for 1 person (provide household registration certificate) pay 1 per month.00 yuan;If there is more than 1 person per household, the maximum charge is 2 people, and each household pays 2 yuan per month.00元。

(2) Government agencies, public institutions (including direct provincial units in Hajime, units stationed in Hajime, troops stationed in Hajime) and private non-enterprise units of urban garbage disposal fees, calculated according to the actual number of employees, the fee standard is per person per month1.00元。

(3) The urban garbage disposal fee of an enterprise shall be calculated and collected according to the number of employees on duty last month, and the fee standard shall be per person per month1.00 yuan, the maximum monthly fee per household is 4000 yuan。

(d) accommodation, catering, entertainment, bathing and other employment units of urban garbage disposal fees calculated according to the business area, business areaUnder 21 square meters (excluding 21 square meters), 5 per month per household.00 yuan;21 to 41 square meters (excluding 41 square meters), 10 per month per household.00 yuan;41 to 100 square meters (including 100 square meters), 20 per month per household.00 yuan;For 100 square meters or more, an additional 20 square meters per household will be charged 5 per month.00 yuan (no additional charge for less than 20 square meters), the maximum monthly payment of 4000 yuan per household。

(5) The urban garbage disposal fees of commercial service enterprises shall be calculated according to the area of the business site.Under 11 square meters (excluding 11 square meters), 2 per month per household.50 yuan;11 to 21 square meters (excluding 21 square meters), 5 per month per household.00 yuan;21 to 41 square meters (excluding 41 square meters), 7 per household per month.50 yuan;41 to 100 square meters (inclusive of 100 square meters), 10 per month per household.00 yuan;For 100 square meters or more, an additional 20 square meters per household will be charged 2 yuan per month.50 yuan (less than 20 square meters do not charge), the maximum monthly payment of 4000 yuan per household。

(6) Wholesale and retail trade, transportation, warehousing and postal services, information transmission, software and information technology services, real estate, leasing and business services, residential services, repair and other services, culture and sports industries shall be levied on urban garbage disposal fees according to the standards for commercial services。

(7) Farmers' trade and market are charged according to the stall, and the fee standard is per stall per month5.00元。

(8) Long and short-distance passenger vehicles (excluding passenger transport enterprises) are charged according to the seat, and the fee standard is per seat per month0.50元。

(9) Units transported from the designated dump, per ton50.00 yuan will be collected。

(10) Construction waste and muck generated by units and individuals, construction waste shall not be piled up without permission, according to the actual amount of production calculated and collected, the standard is: treatment fee per cubic meter5.00 yuan, transport charge 20 per cubic meter.00元。For construction projects, construction units and individuals such as houses, factories, comprehensive buildings and office buildings that are newly built, renewed or expanded in urban areas shall pay a one-time payment of 7 per square meter of construction area.00 yuan urban garbage disposal fee。

(11) Medical institutions (excluding medical waste) : each bed per month in hospitals with beds2.00 yuan, (based on 65% of the total number of beds), no bed hospital per square meter per month 1.00 yuan, not charged to the patient。

(12) Scattered operation of freight vehicles, according to the classification of deadweight tonnage,Less than 5 tons (including 5 tons) per ton per month 5.00 yuan, 5-10 tons per ton per month 6.00 yuan, 10 tons or more (including 10 tons) per ton per month 8.00元。Taxi per month 5.00 yuan, unit and individual small car 10 per month.00元。

(13) Parking lot, according to the business area per square meter0.50元。

(14) School students, per person per month0.50 yuan, the school is not allowed to charge students。

5. Collection, use, supervision and administration

(1) In accordance with laws, regulations and relevant normative documents, the relevant competent departments shall collect the urban garbage disposal fees from the obligatory payers or collection units in accordance with the law。

(2) The domestic garbage disposal fee is mainly used for the collection, transportation and disposal of domestic garbage。It is necessary to strictly implement the system of publicity of fees, so as to collect all receivable, resolutely prevent illegal acts such as expanding or narrowing the scope of fees, raising or lowering fees, and consciously accept the supervision and inspection of development, finance, audit and other departments。

(3) Household garbage disposal fees collected according to law shall be handed over to the state Treasury in accordance with relevant provisions and regulated。

(4) Establish an inter-departmental fee information sharing and collaboration mechanism to support and ensure the comprehensive and effective implementation of the management of household waste treatment fees。Development and reform, finance, law enforcement, taxation and other relevant departments should strengthen supervision and inspection of the collection, use and management of household garbage disposal fees in accordance with their respective duties, and seriously investigate and punish all kinds of violations of laws and regulations。

6. Implementation time

These measures are fromEffective January 1, 2024。During the implementation of these Measures, laws, regulations and national policies have new provisions, in accordance with the new provisions。
